Browse Illinois openings for teachers of deaf and hard of hearing students, and read the endorsement, test, and salary rules that shape hiring there.

The endorsement on your PEL

The Illinois State Board of Education (ISBE) adds the Teacher of Students who are Deaf or Hard of Hearing endorsement to a Professional Educator License (PEL). Under 23 Ill. Adm. Code 25.43, you qualify by finishing an approved program and passing the matching test.

That test is ILTS 229, Teacher of Students Who Are Deaf or Hard of Hearing. Expect 100 multiple-choice questions on computer, 3 hours and 15 minutes of testing time, and a $110 fee.

Two provisions in the same rule work in your favor. An LBS I holder needs a separate early childhood special education approval before serving preschool programs, and the rule exempts teachers of deaf or hard of hearing students from that step. Your endorsement makes you eligible for the optional LBS II credentials, including LBS II/Deaf-Blind Specialist.

Illinois School for the Deaf

The Illinois School for the Deaf in Jacksonville teaches students ages 3 to 21, preschool through grade 12, and offers mainstream classes in Jacksonville public schools. Its campus services include audiology, speech-language therapy, and residential programs.

ISD's careers page lists these terms for educators:

  • starting salary of $44,892 for first-year educators
  • an extra 5 percent stipend for bilingual American Sign Language skills
  • a Teachers' Retirement System pension
  • applications through careers.illinois.gov, the State of Illinois job site

ISD's outreach staff run free trainings for teachers and consult statewide on children who are deaf or hard of hearing from birth to 21.

District hiring and the salary floor

The Illinois Education Job Bank, run by the Illinois Association of School Administrators, takes postings from school employers and lets you search openings and save a resume.

Section 24-8 of the School Code required school boards to pay full-time teachers at least $40,000 in 2023-24. Each later year's minimum rises with the Consumer Price Index, and the Commission on Government Forecasting and Accountability certifies the new figure. For the average, NCES estimates $72,301 for Illinois teachers in 2021-22.

Educational interpreters

Under 23 Ill. Adm. Code 25.550, an educational interpreter in an Illinois public school needs approval from the State Superintendent of Education, marked for sign language interpreting or oral transliteration. Sign language approval takes an EIPA rating of 3.5 or higher, RID certification, or BEI Basic certification or higher.
