Minnesota requires special education from birth. This page shows the state's open early childhood special education teacher jobs with license and pay facts.

Special education: early childhood

Minnesota's Professional Educator Licensing and Standards Board (PELSB) issues the license under rule 8710.5500, titled Teachers of Special Education: Early Childhood. It authorizes you to evaluate and teach eligible children from birth through age six with developmental delays or disabilities, including a diagnosed condition with a high probability of causing delay.

Approved preparation programs place you at three levels: infant and toddler (birth to three), preschool (three through five), and primary (kindergarten through age six). An additional-license program still gives you experience at all three levels, though your practicum can sit in one of them.

Tier 1 while you finish

Minnesota licenses teachers in four tiers. A district that could not hire a Tier 2, 3, or 4 teacher for an ECSE opening can file a joint application with you for a Tier 1 license. PELSB rules require the district to show it posted the position for at least 15 days on the board-approved statewide job board, and for 60 days before each renewal. You must hold a bachelor's degree and show satisfactory progress toward full licensure. The district must promise sustained professional development plus intensive supervision or mentoring. Tier 1 in a special education field allows you to teach for no more than three years.

Speech-language pathologists hold a separate license covering prekindergarten through grade 12 and cannot receive Tier 1.

Services from birth

Section 125A.03 requires districts to provide special instruction and services from birth until a child with a disability turns 22. Children three and older get an IEP, and infants and toddlers get an individualized family service plan. Districts too small to run a full range of programs must cooperate with other districts.

For children from birth through age two, section 125A.29 has county boards and school boards share responsibility for early intervention. Unless the two sign an agreement that divides the work another way, the school board provides and pays for special education and related services, and the county covers social work, psychology, nursing, respite, nutrition, and transportation. Each area's Interagency Early Intervention Committee, formed by districts or cooperatives with county and tribal agencies, brings in Head Start, early childhood family education programs, and current service providers.

Pay

The National Center for Education Statistics estimates that Minnesota public school teachers averaged $68,491 in 2021-22, the latest state figures in Digest table 211.60.

What we collect

You can browse a limited number of jobs as a guest; a free account unlocks the full board. When you use Quick Apply or create an account, we collect what you enter: your name, contact details, preferences, and resume.

Cookies and logs

We use cookies only to keep you signed in and to meter guest browsing — never for advertising, and we don't track you across other sites. Our servers and the outside services that run the site — Cloudflare for security and our email delivery provider — see standard technical data such as your IP address.

How it's used

Your application is only delivered to the school district and the local recruiter for the job you chose. If you opt in to an account, we keep your profile so you can apply faster next time. We keep applications and profiles until you ask us to remove them. Email [email protected] and we'll delete your data.
