Browse Missouri's open early childhood special education teacher jobs and learn the Birth–Grade 3 certificate rules and the state salary floor.

Early Childhood Special Education (Birth–Grade 3)

Missouri's State Board of Education grants a certificate of license to teach Early Childhood Special Education (Birth–Grade 3). Its requirements appear in rule 5 CSR 20-400.560, which covers teachers of special education.

The rule asks your preparation program for:

  • at least 60 semester hours of professional preparation, including six or more hours of early literacy
  • at least 10 semester hours of field and clinical experience, with time at three age levels: infant and toddler, pre-K and kindergarten, and kindergarten through grade 3

Rule 5 CSR 20-400.180, in the same chapter, lets a district and a candidate apply together for a temporary authorization certificate. That certificate excludes early childhood special education.

Programs that hire

The Department of Elementary and Secondary Education (DESE) describes ECSE as a program for children with disabilities ages 3 to 5. Children can receive services in a pre-kindergarten classroom, at home, or at Head Start and other community preschools.

Some districts combine their programs into an ECSE cooperative. DESE's cooperative fiscal guidance explains that one member district serves as fiscal agent, runs the cooperative, and pays its costs until the state reimburses them. Ask which district holds that role when a cooperative posts a job.

DESE also leads First Steps, the Part C early intervention system for children from birth to age three. The First Steps provider manual requires each early intervention team to include an occupational therapist, a physical therapist, a speech-language pathologist, a special instructor, and a service coordinator. Teams work with families at home, in child care centers, and in community settings.

Salary floor

Missouri sets minimum teacher pay by statute. Section 163.172 RSMo puts the minimum teacher's salary at $40,000 for 2025-26 and later years.

A full-time teacher with a master's degree and ten or more years of public school experience has a higher floor:

  • $47,000 in 2026-27
  • $48,000 in 2027-28

From 2028-29 on, the statute ties both minimums to inflation and caps each yearly increase at 3 percent.
