Texas early childhood special education teacher jobs are listed here, with the certification and program facts a preschool special education teacher needs.

Who ECSE teachers serve

Texas public schools provide Early Childhood Special Education free of charge to eligible children with disabilities ages 3 through 5 who have not started kindergarten. The Texas Education Agency (TEA) ties the program to IDEA Part B, Section 619. Your students may learn in a district pre-K classroom, at home, or in a Head Start or community preschool.

Infants and toddlers receive services through Early Childhood Intervention (ECI), a program of the Health and Human Services Commission (HHSC). A memorandum of understanding between HHSC and TEA sets each agency's role as children in ECI approach age three and move toward school services.

The certificate you need

Texas has no preschool-only special education certificate. Under 19 TAC §231.701, a district can assign you as a special education teacher, prekindergarten through grade 12, if you hold one of several certificates from the State Board for Educator Certification. The list includes:

  • Special Education: Early Childhood–Grade 12
  • Core/Special Education with the Science of Teaching Reading: Early Childhood–Grade 6
  • Special Education Specialist: Early Childhood–Grade 12
  • Special Education Supplemental, valid at the grade level of your base certificate

Working in ECI instead

ECI programs employ Early Intervention Specialists (EIS) for birth-to-three work. Under 26 TAC §350.313, you qualify for the EIS credential with a bachelor's or graduate degree plus one of these:

  • transcripts showing the coursework HHSC ECI designates
  • three years of experience in the past ten providing special instruction in a U.S. Part C program

You can fill some coursework gaps with continuing education hours, up to a limit HHSC sets. After hire, you sign the EIS code of ethics, complete ECI orientation, and finish an individual professional development plan within one year. The credential renews every two years.

Pay

TEA publishes a state minimum salary schedule that no district may pay below. For 2025-26, a teacher on a 10-month contract earns at least $33,960 with zero years of credited experience and $55,030 at 20 or more years. Compare each district's own schedule when you weigh offers. For 2021-22, NCES put the average Texas public school teacher's pay at $58,887.

Finding openings

Apply through each district's own job site. TEA's education service center directory lists all 20 regional centers and points to a locator that shows which districts belong to each region. Use it to map the districts within reach before you apply.
