Virginia's open early childhood special education teacher jobs appear on this page, with the endorsement and early intervention rules to review first.

Special education early childhood (birth-age five years)

The Board of Education defines this endorsement in 8VAC20-23-540 of the Virginia Administrative Code. Every candidate needs a baccalaureate degree from an accredited institution. Graduating from an approved ECSE preparation program satisfies the rest of the rule. Without that program, you qualify with an ECSE major or with 27 semester hours of ECSE coursework, taking at least one 3-hour course per topic:

  • foundations and legal aspects of special education
  • assessment of young children, including curriculum-based measurement
  • preschool curriculum, with language and literacy coursework grounded in science-based reading research
  • speech and language development and intervention
  • medical aspects
  • social and emotional skills and behavior management
  • consultation, co-teaching, coaching, and mentoring
  • family-centered intervention
  • an early childhood elective

Services start at age two

Under 8VAC20-81-30, each division must provide a free appropriate public education to children with disabilities from age 2 through 21. A preschool class in Virginia can include two-year-olds.

The placement rules in 8VAC20-81-130 apply to preschool children with disabilities. They call for a placement as close as possible to the child's home, and they require divisions to offer home-based instruction when a child's IEP calls for services at home or in another agreed setting.

Part C early intervention

The Department of Behavioral Health and Developmental Services (DBHDS) has led Virginia's Part C system, the Infant & Toddler Connection of Virginia, since 1987. To provide and bill for Part C services, you must hold certification as an Early Intervention Professional or Early Intervention Specialist, or as an Early Intervention Case Manager. The steps:

  • Meet the requirements for your discipline in Chapter 12 of the Infant & Toddler Connection practice manual.
  • Pass each required certification course with at least 80 percent on its competency test.
  • Apply online and wait for confirmation before you provide services.

The certification page counts more than 1,000 service coordinators, therapists, and program administrators working in Virginia early intervention. The Infant & Toddler Connection links an EI Virginia jobs board for these roles.

Pay

Virginia public school teachers averaged $59,965 in 2021-22, according to an NCES estimate.
