Find Wisconsin's open early childhood special education teacher jobs here, plus the DPI license and hiring details a preschool special educator should know.

The license: PI 34.048

The Department of Public Instruction (DPI) licenses Wisconsin teachers under chapter PI 34 of the administrative code. Section PI 34.048 creates the early childhood special education license, which authorizes you to provide special education to pupils from birth to grade 3.

The state superintendent can issue it once you complete an approved early childhood special education program and meet two assessment standards from PI 34.021. For content knowledge, you need one of these:

  • a 3.0 grade point average in your subject area courses
  • a passing score on a standardized test the state superintendent approves
  • a content portfolio your preparation program designs

The second standard covers pedagogical knowledge. PI 34.021 also asks special education candidates to show reading knowledge, either by passing the reading exam in state statute or by completing coursework in phonemic awareness, phonics, vocabulary, comprehension, and fluency with coaching and a portfolio.

District programs and community partners

DPI's early childhood special education page states that each Wisconsin school district must provide a continuum of special education and related services, and that including children with disabilities in early childhood programs is part of it. DPI features the Sun Prairie Area School District, where early childhood inclusion is the norm in school and community programs. DPI and the Department of Children and Families also issued a joint memo on background checks for staff who work across child care, Head Start, and public school special education.

Birth to 3

The Department of Health Services (DHS) describes the Birth to 3 Program as Wisconsin's Part C early intervention program for children under age 3. Each county runs the program in its area and must follow federal law and the DHS 90 rules. Rule DHS 90.08 lists who may serve on a child's early intervention team. DPI-licensed special education teachers, including early childhood special education teachers, qualify, and so do speech-language pathologists with a master's degree.

Applying and pay

School systems across the state hire through WECAN, the Wisconsin Education Career Access Network. School systems, teacher preparation colleges, and the Wisconsin Association of School Personnel Administrators launched it in 2001, and Graduate & Extended Learning at the University of Wisconsin-La Crosse manages it. WECAN runs as a nonprofit on school membership fees and serves more than 500 schools each year.

An NCES table of state estimates lists $60,453 as the 2021-22 average salary for Wisconsin public school teachers.
