Texas orientation and mobility specialist openings appear here, along with the COMS rule, training programs, employers, and TEA pay figures.

COMS is the Texas standard

Texas ties school O&M work to an outside certification. Under 19 TAC §89.1131(f), a school's O&M instruction must come from a specialist certified by the Academy for Certification of Vision Rehabilitation and Education Professionals (ACVREP). ACVREP awards the Certified Orientation and Mobility Specialist (COMS) credential.

ACVREP's COMS page sets out the path:

  • finish an O&M education program and an internship of 350 hours or more supervised by an experienced COMS
  • pass the COMS exam after a mandatory 30-calendar-day waiting period, with one free retake if you fail

You recertify every five years. The Texas School for the Blind and Visually Impaired (TSBVI) names two Texas programs that train O&M specialists: Stephen F. Austin State University and Texas Tech University.

Evaluations the law assigns to you

Texas Education Code §30.0021 puts orientation and mobility in the expanded core curriculum each child with a visual impairment must receive. For a visual impairment eligibility decision, the initial evaluation and each reevaluation must include an O&M evaluation by a certified specialist. You run it in varied lighting and settings: the child's home, school, and community, plus places the child does not know. You also sit on the multidisciplinary team that reviews the eligibility data.

Employers

Section 30.002 lets a district serve students with visual impairments through its own specialty staff, contracts with qualified public or private agencies, support from a regional education service center or a neighboring district, or TSBVI programs. Your employer may be a district, a service center, a contracted agency, or TSBVI.

Pay

TEA's 2025-26 PEIMS staff salary report counts 163 COMS positions statewide, equal to 128.58 full-time equivalents. Their average base pay is $74,688. Education service center employees fall outside these figures.

Working with the TSVI

Under 19 TAC §89.1040, a certified teacher of students with visual impairments (TSVI) conducts the learning media assessment. The functional vision evaluation can come from the TSVI or from you.

What we collect

You can browse a limited number of jobs as a guest; a free account unlocks the full board. When you use Quick Apply or create an account, we collect what you enter: your name, contact details, preferences, and resume.

Cookies and logs

We use cookies only to keep you signed in and to meter guest browsing — never for advertising, and we don't track you across other sites. Our servers and the outside services that run the site — Cloudflare for security and our email delivery provider — see standard technical data such as your IP address.

How it's used

Your application is only delivered to the school district and the local recruiter for the job you chose. If you opt in to an account, we keep your profile so you can apply faster next time. We partner with trusted districts and recruiters, and never sell your information to spammers or data brokers.

Retention and deletion

We keep applications and profiles until you ask us to remove them. Email [email protected] and we'll delete your data.

Job listings

Listings are gathered from public school district job boards and link back to the original posting. To report an error in a listing, contact [email protected].

Changes

If this policy changes, the update appears on this page with a new effective date.
