Illinois TVI openings, plus what a teacher of students who are blind or visually impaired should know about the endorsement and the state salary floor.

The endorsement

Illinois licenses TVIs through an endorsement on the Professional Educator License (PEL). The Illinois State Board of Education (ISBE) names it Teacher of Students who are Blind or Visually Impaired in 23 Ill. Adm. Code 25.43. You earn it by finishing an approved program and passing the required content test. With it you can serve early childhood special education students, and you skip the separate early childhood approval that a Learning Behavior Specialist I holder needs.

After the endorsement you can add the optional Learning Behavior Specialist II credential, one area of which is transition specialist.

Emergency approval while you train

When a district cannot find a licensed TVI, you can teach under a short-term emergency approval (Section 25.48 of the same rules), open to applicants until June 30, 2029. You need a PEL with a teaching endorsement and college coursework in five areas:

  • anatomy and pathology of eye conditions
  • functional vision and learning media assessment
  • basic assistive technology
  • methods for teaching students who are blind or visually impaired
  • basic orientation and mobility

You also show braille proficiency and pass the content tests. Your employer attests that a licensed director of special education will supervise you and that it exhausted its recruiting. You sign a statement that you are enrolled, or intend to enroll, in an approved program. From approval, you have three full fiscal years to earn the endorsement, and ISBE will not renew the approval.

Employers

Section 25.48 lists the employers it covers: school districts, special education cooperatives and joint agreements, regional superintendents of schools, and nonpublic special education facilities that ISBE approves.

The Illinois School for the Visually Impaired (ISVI), established in 1849, is a residential and day school in Jacksonville for students from birth to age 22. The Illinois Department of Human Services, Division of Rehabilitation Services, operates the school, and its program covers braille, orientation and mobility, daily living skills, and assistive technology. Parents or the local district can refer a student.

The Illinois Association of School Administrators runs the IASA Illinois Education Job Bank, where you can search openings, save a resume, and apply online at no cost.

Pay

Section 24-8 of the School Code sets a salary floor for full-time teachers and raises it each year by the consumer price index. The Commission on Government Forecasting and Accountability certified the minimum at $43,543 for 2026-27 and $45,080 for 2027-28.
